Fiber Broadband Sustainability: Lower Carbon, Energy Savings

The Fiber Broadband Association (FBA) today released a new white paper, Fiber Broadband Networks, a Lower Carbon Alternative to Cable and Fixed Wireless Networks, developed by FBA’s Sustainability Working Group, that finds fiber offers a lower-carbon path to meet rising connectivity demands, compared to cable or fixed wireless alternatives.
The report compares fiber-to-the-home (FTTH) networks using XGS-PON technology with HFC/DOCSIS 4.0 in suburban deployments and fixed wireless access (FWA) in rural deployments. The analysis evaluates carbon impact across network component manufacturing, network builds and installation, and recurring operational electricity consumption, using like-for-like deployment scenarios to compare lifestyle emissions and energy costs.
The report finds that fiber networks offer meaningful carbon and energy advantages over both cable and fixed wireless networks, including lower electricity use for providers and consumers.
“As we move deeper into the Thinking Economy, every community faces an important infrastructure decision that will shape its economic competitiveness, energy consumption, and environmental footprint for decades,” said Deborah Kish, Vice President of Research and Workforce Development at the Fiber Broadband Association. “This isn’t simply a question of broadband speeds. It’s about investing in infrastructure that is reliable, scalable, resilient, and sustainable. Our analysis demonstrates that fiber delivers meaningful environmental and operational advantages while providing virtually unlimited capacity to support future innovations.”
Key findings of the report include:
- 60% lower carbon emissions from network component manufacturing for fiber compared to HFC/DOCSIS 4.0 in suburban deployments.
- 7% lower carbon emissions from network construction and installation compared to HFC/DOCSIS 4.0.
- Up to 96% lower annual operator electricity costs and associated CO₂e emissions for fiber access networks compared to HFC/DOCSIS 4.0.
- 31% lower carbon emissions from network construction and installation for fiber compared to fixed wireless access in rural deployments.
- Up to 98.9% lower annual operator electricity costs and associated CO₂e emissions compared to fixed wireless access.
- Up to 70% lower annual electricity consumption and associated CO₂e emissions for customer premises equipment compared to fixed wireless access.
Beyond reducing emissions and operating costs, the report concludes that fiber’s lower energy requirements and virtually unlimited upgrade path position it as the most sustainable long-term broadband infrastructure investment for providers, communities, and policymakers.
While acknowledging that fixed wireless access can play an important role in connecting some remote and hard-to-reach locations where fiber deployment may not yet be economically feasible, the report finds that wherever fiber can be deployed, it delivers clear advantages in energy efficiency, carbon impact, network performance, and long-term scalability.
As AI workloads, connected devices, and data-intensive applications continue to accelerate, the report concludes that choosing fiber is increasingly not only a technology decision—but an investment in a more sustainable and resilient digital future.
