Ejido Rosendo G. Castro and Pacifico Mexinol, a subsidiary of Transition Industries, have completed the rehabilitation of the community’s meeting center and multi-use sports court. The rehabilitation is the first infrastructure project implemented as part of the Company’s Strategic Community Investment Program through a Good Neighbor Community Agreement signed by the two parties in early 2026, following two years of collaboration.

The improvements transformed the space into a more suitable place for community interaction, sports and collective activities. Its rehabilitation was not based on a decision made by the Company, but rather on a priority identified, supported and managed by the community itself throughout the process.

This community-led investment addresses several of the six investment priorities of the Company’s internationally aligned Strategic Community Investment Program. These investment priorities include endeavors in the following thematic areas: capacity building, healthy communities, innovation and technology, economic development, social development and environmental protection.

Furthermore, community-driven infrastructure projects such as the one completed in Ejido Rosendo G. Castro represent only one pillar of the overall Strategic Community Investment Program. The Program also includes community training and workshops, supplier development, capacity building, partnerships with local civil society organizations, cultural and recreational sponsorships, and sustainability education.

Between 2024 and 2025, approximately 2,000 community members from 12 communities located within the Los Mochis–Topolobampo corridor participated in Pacifico Mexinol training programs focused on gender-based violence and harassment prevention, skills development, community organizing and governance.

Two Years of Continuous Work

The starting point for the rehabilitation project was the Community Development Assets and Opportunity Study, sponsored by the Company and conducted by social scientists from the Autonomous Indigenous University of Mexico (UAIM) between 2024 and 2025. The study covered 10 communities within the Los Mochis–Topolobampo corridor, considered the Company’s general area of operations. Based on internationally recognized community development methodologies (including those of the World Bank / International Finance Corporation – a joint developer of the Pacifico Mexinol project), the study’s findings were formally delivered by UAIM on February 10, 2025.

The studies provide an evidence-based foundation for communities to help define strategic investment priorities. The process is not based on what the Company assumes communities need, but rather on priorities identified by community members themselves within the defined parameters of the program.

During the first months of 2026, community committee formation workshops were held with the objective of enabling communities to reach agreements independently and autonomously. On February 17, 2026, Ejido Rosendo G. Castro formed its Responsibility Circle, the body responsible for representing the community, prioritizing its needs and following up on its commitments.

With the Responsibility Circle taking the lead, working meetings were held to review the scope and commitments of the agreement in detail. This process resulted in the signing of the Company’s first Good Neighbor Community Agreement, which included commitments for the Company to continue its training and capacity building programs and rehabilitate the multi-use sports court. The rehabilitation project directly benefits 198 families and 773 residents of the Ejido Topolobampo and Rosendo G. Castro communities, where nearly half of the population consists of children and young people under the age of 25.

A Path Open to All Communities

The Company recognizes that legitimate needs exist across all communities within the Los Mochis–Topolobampo corridor, and remains committed to helping address them. This support is provided through a program designed in accordance with international industry good practice. This approach allows resources to be directed toward projects based on community identified needs, with meaningful participation by beneficiaries and the potential for such projects to become self-sustaining over time.

The pilot program in Rosendo G. Castro demonstrates the full process: a participatory assessment that identifies needs within the Company’s six priority investment themes; an organized community that prioritizes and represents those needs throughout the process; an agreement that formalizes joint commitments; and, ultimately, investments that are implemented.

The Company is opening this same path to other communities, as well as to academic institutions, non-governmental organizations and civil society representatives more broadly.

As a result of the successful pilot program, the Company is currently incorporating third-party feedback into the process and preparing a call for new proposals. An internal committee will evaluate, and rank proposals based on factors including sustainability, feasibility, impact, cost-effectiveness, risk and the potential for long-term collaboration. The Company plans to implement programs approved through this process during 2027.

The application process will be promoted through the Company’s website and through ongoing stakeholder engagement and community outreach programs.

When it begins operations in 2030, Pacifico Mexinol is expected to be the largest single ultra-low-carbon chemicals facility in the world, producing approximately 350,000 metric tons of green methanol and 1.8 million metric tons of blue methanol annually from natural gas with carbon capture.
